very nice vector art. can I use this for my works? not commercially but can I upload my art using these?

I’m unable to download any vectors!! I’m sure its something I’m doing wrong but clicking in the ‘Download’ link only reloads the same page..!! What am I doing wrong? How can I download on this site?

Just so you know, an agency called Publicis based in Caracas Venezuela, copied this vector art and offerd it for a Nestle Company campaing. They didn’t change a thing!!! Their nerv!!!! Is this legal??
