As the description says: "Vecteezy is an index of Free Vector Graphics available for download by some of the best artists around the world."
If you don’t know what vector graphics are, try google for a definition. You have to use Adobe illustrator to open/edit the files.
Flasheezy is the same concept, but with flash-files (animated) editable with Adobe Flash.
