it is a psd file but it is delivered in 4 sizes and can be resized without losing any quality.
the content within the .psd file is vector based

this is my first work that I have released freely on the net most of my other work is just for clients.
I have to say I very pleased with vecteezy for putting it up and I will be releasing more in the future to the vectory community

No, it is not a vector file per se, but it does contain vector data. The file is fine, with a nice resizable badge.
